The parents’ embassy or high commission issues a passport. MOM handles a Dependant Pass for an eligible work-pass family. Do not wait for one file to finish before preparing the next. The 42-day Special Pass is a lawful temporary period, but it is also the core deadline.

Birth registration

Use ICA’s current online process and provide the required child and parent particulars. Keep the digital birth certificate and ICA advisory note. MOM’s newborn page recommends registering within 14 calendar days, while ICA also states the statutory consequence if particulars are not provided within 42 days. The safe operational target is the earlier date. Check names and parent details carefully because the birth certificate becomes source evidence for the passport and pass application.

Passport application

Contact the relevant embassy or high commission promptly and record its documents, appointment and processing time. Use the child’s name exactly as registered unless the issuing authority directs otherwise. Keep proof of the passport application. MOM states that proof may be uploaded if the passport is not ready when the Dependant Pass application is filed, but the passport must be ready before the pass can be issued.

Dependant Pass application

For an eligible Employment Pass or S Pass holder, the sponsoring company should apply through the MOM route. Give HR or the appointed employment agent the birth certificate, passport or proof of application, parent records and any other requested document. Do not assume the birth in Singapore gives the child citizenship, permanent residence or a long-term pass. Every application is assessed under its own current requirements and no outcome is guaranteed.

Worked timeline

A baby is born on 1 September. The parents register the birth within the first two weeks and obtain the digital certificate and advisory note. They apply to their embassy for a passport and send proof to the sponsoring employer. The employer submits the Dependant Pass application while the passport is pending. Seven days before the advisory-note expiry, the parents check whether an extension request is needed. They do not wait until day 42 to ask which authority owns the next step.

If more time is needed

MOM distinguishes an ICA advisory-note Special Pass from a MOM-issued newborn Special Pass. Where the ICA note is nearing expiry, its page says to request extension only when it expires within seven days. A MOM-issued newborn Special Pass may be auto-extended for 28 days while the Dependant Pass is pending. If the family will not apply for a Dependant Pass or the application fails, follow ICA’s stay or departure route before expiry.

Consistency and privacy checks

Compare the newborn’s name, sex, date of birth, nationality, passport and parent details across every document. Explain genuine transliteration or naming differences; never edit an authority-issued document. Share only required medical or family information through approved channels. Keep a one-page deadline sheet with the birth date, 14-day operational target, 42-day expiry, passport status, pass status and owner.
