Child Turning 21: Plan the Dependant’s Pass Transition Early
Answer first. An unmarried child is eligible for a Dependant’s Pass only while under 21, so the family should identify the child’s real next activity and pass route well before the birthday or pass expiry.

The age rule is a planning trigger
MOM’s current eligibility page describes an eligible child as unmarried and under 21. Do not assume that a Dependant’s Pass simply converts to another status at the birthday. Check the pass expiry, child’s date of birth and sponsor’s pass dates. Then identify the child’s actual next activity: full-time study, work, residence with family or departure. The correct route depends on that activity and the authority’s criteria.
Build a twelve-month calendar
Start early enough to collect school, passport and family records and to absorb application processing or a change of plans. Put the twenty-first birthday, current pass expiry, school admission dates, travel, examinations and sponsor renewal on one calendar. A pass tied to the sponsor may end earlier than the birthday. Do not buy non-refundable travel or assume continued stay until the new permission is confirmed.
Study route
ICA says a foreigner accepted for full-time study in Singapore generally needs a Student’s Pass unless a current exemption applies. Admission and immigration permission are separate decisions. Check whether the institution is eligible, which application system applies and when the school issues the required registration information. A course offer does not extend a Dependant’s Pass or guarantee a Student’s Pass.
Work route
If the adult child has a job offer, the prospective employer must assess the appropriate work-pass route and individual eligibility. Do not treat the parent’s salary or family relationship as a substitute for a qualifying job and employer application. The child should not begin work while relying on an expiring family pass unless the current rules expressly allow the activity. Keep study completion, offer and pass timelines separate.
Special family circumstances
MOM’s family-pass overview identifies a possible Long-Term Visit Pass category for an unmarried disabled child aged 21 and above. This is a specific route, not a general extension for every adult child. Obtain the current document list and assessment criteria. For other residence or permanent-residence questions, use ICA’s current route information and avoid predictions about approval likelihood.
Worked scenario
A child turns 21 in November while completing a diploma that ends the following April. The family checks the DP expiry and school status in February, asks the institution which Student’s Pass process applies, and prepares the ICA application window. They also record a backup departure plan if the course or pass route changes. They do not wait until October or assume the parent’s EP renewal will carry the adult child automatically.

Keep the child’s passport, birth record, current pass, sponsor pass, school or employment documents, application receipts and written authority decisions.
