Family-Pass Documents Not in English: An ICA and MOM Translation Checklist
Answer first. Do not use one translation rule for every family-pass route. ICA and MOM publish different acceptance wording, so identify the authority and application before preparing the file.

Name the authority and route
Write the exact application at the top of the checklist: for example, an ICA LTVP sponsored by a Singapore citizen or PR, or an MOM LTVP for a work-pass holder’s eligible family member. The acronym LTVP appears in both systems but the sponsor, portal and evidence rules differ. Do not combine instructions from an ICA page and an MOM page without explaining which step each controls.
Follow ICA’s official-translation routes
The cited ICA route requires original documents and official translations for non-English records. ICA lists translations by the issuing place’s embassy, by a notary public in Singapore or the issuing place, or privately created translations that are embassy-attested or notarised in those places. ICA says it does not endorse private translation companies. Confirm the rule on the page for the actual application, because document checklists differ.
Follow MOM’s file-pairing instruction
MOM’s family-pass document guidance says to upload the original document together with the English translation as one file. Preserve every page, seal and endorsement and keep the sequence obvious. Do not upload only the English text or paste a translation over the original. If the file is too large or illegible, reduce it carefully while retaining readable source pages and translator or notary information.
Reconcile identity fields
Create a table for names, aliases, date of birth, passport number, nationality, relationship and document date. Explain transliteration differences and formal name changes with evidence. Do not ask a translator to silently harmonise inconsistent source documents. The translation should reflect the original, while a separate cover note explains the discrepancy. Check that sponsor and applicant details match the authority’s current record.
Worked example
A parent applying for an ICA LTVP has a birth certificate in another language. The family obtains a translation notarised in the issuing country, retains the original and uploads the documents required by the route. In a separate MOM application for a work-pass holder’s family member, the preparer combines the original and English translation into one ordered file. The family does not assume that satisfying one authority proves acceptance by the other.
Protect sensitive family records
Birth, marriage, custody and medical records contain personal data. Use the authority’s portal and the appointed employer or agent only where that route authorises them. Limit internal access, avoid ordinary messaging apps for complete document packs and remove unnecessary copies after retention needs end. Never alter civil-status evidence or create a relationship declaration that the relevant home law does not support.
Leave room for further requests
Both authorities may request additional evidence. Keep originals available, retain submission receipts and respond through the correct case channel. A perfectly translated document does not establish eligibility or guarantee approval. Do not predict PR, citizenship or LTVP outcomes from nationality, family profile or another case. This checklist manages evidence quality and authority routing, not the discretionary decision.

Keep authority-issued records unchanged and preserve earlier versions when a correction is made. Official guidance can change, and a checklist cannot decide disputed facts or replace advice on a specific case. The strongest file shows what was known, when it was known, which source controlled the step and why the chosen action followed. Record every unresolved assumption, identify who can verify it, and never treat silence or a pending application as approval.
