EP Holder Update Address: The Five-Day MOM Rule and Who Files It

Short answer: To make an EP holder update address filing, log in to MOM’s EP eService within 5 days of moving. Either the pass holder or the employer can do it. S Pass, Dependant’s Pass and LTVP holders follow the same 5-day rule, Personalised Employment Pass holders get 2 weeks, and Permanent Residents update ICA within 28 days.
Key facts at a glance
- EP, S Pass, Dependant’s Pass (DP) and Long-Term Visit Pass (LTVP): update the residential address or mobile number within 5 days of the change (MOM, as at 6 November 2026).
- Employment Pass: the pass holder or the employer may update. S Pass: the employer and the pass holder may both update. DP and LTVP: the sponsoring company, the main pass holder or the DP/LTVP holder.
- The update is made in EP eService and takes effect immediately. Print the acknowledgement page and keep it with the pass card.
- Personalised Employment Pass (PEP): update within 2 weeks of the change.
- Permanent Residents with an Identity Card: update ICA within 28 days of moving, with no fee (ICA, as at 6 November 2026).
- MOM says a holder who does not update on time may be penalised. The exact penalty is not stated on those pages.

How does an EP holder update address with MOM?
An Employment Pass (EP) holder, or the employer on the holder’s behalf, logs in to EP eService and updates the residential address within 5 days of the change. MOM’s Employment Pass page says the update is immediate once submitted (MOM, Notify MOM of updates: Employment Pass, page last updated 16 May 2025, read on 6 November 2026).
The same rule covers the mobile number. If you move house and also change your phone number, update both in one sitting so the record is consistent. MOM does not say whether the 5 days are calendar days or working days, so the safe approach is to count calendar days from the day you actually move in, not the day you sign the tenancy.
Who files the update: the pass holder or the employer?
For an EP, MOM names either the pass holder or the employer. For other passes the named parties differ slightly, as the table shows. In practice, agree internally who does it, because a duplicate or missed filing is easy when each side assumes the other has acted.
| Pass type | Deadline | Who may update (per MOM) | Where |
|---|---|---|---|
| Employment Pass | Within 5 days | Pass holder or employer | EP eService |
| S Pass | Within 5 days | Employer and pass holder (either party) | EP eService |
| Dependant’s Pass | Within 5 days | Sponsoring company, main pass holder or DP holder | EP eService |
| Long-Term Visit Pass (MOM page) | Within 5 days | Sponsoring company, main pass holder or LTVP holder | EP eService |
| Personalised Employment Pass | Within 2 weeks | PEP holder (the page addresses the holder directly) | EP eService |
Sources: MOM “Notify MOM of updates” pages for each pass, read on 6 November 2026. The S Pass page was last updated on 7 July 2026, the PEP page on 15 June 2026, and the DP and LTVP pages on 1 October 2024.
What are the steps to update a residential address in EP eService?
There are three steps on MOM’s EP and S Pass pages: check the housing requirements, update the address online, then print the acknowledgement. Follow them in this order, because the new address must be acceptable before you submit it.
- Check that the new address meets the relevant housing requirements. MOM links to its housing guidance for this step on the EP, S Pass and PEP pages.
- Log in to EP eService and update the address (and mobile number, if it changed). MOM states the update is immediate.
- Print the acknowledgement page. An EP holder keeps it with the pass card. For an S Pass, MOM tells the employer to give the printed page to the pass holder to keep with the pass card.
Keep a digital copy as well. If anyone later questions when you moved or when the record changed, the acknowledgement is your evidence.
Does the five-day rule also apply to S Pass, Dependant’s Pass and LTVP holders?
Yes. MOM’s S Pass, Dependant’s Pass and Long-Term Visit Pass pages each give the same 5-day deadline and the same EP eService route. Each page also says the holder may be penalised if the update is not made.
For family members, the main point is that the sponsor’s side does not automatically cover them. If an EP holder moves house with a spouse on a Dependant’s Pass and a parent or partner on an LTVP, each pass has its own address record. Update every family member’s record, not just the main pass holder’s. For background on those passes, see our guides to the Dependant’s Pass and LTVP and LTVP+.
MOM’s Dependant’s Pass and LTVP pages also say passport number and expiry date can be updated instantly in EP eService, and that automated immigration gates can be used 4 working days after that update. If your move coincides with a new passport, our post on sequencing a passport update before an EP renewal covers that order of work.
What about Personalised Employment Pass holders and other passes?
A Personalised Employment Pass (PEP) holder has 2 weeks, not 5 days, to update a changed residential address or mobile number, using the same EP eService steps (MOM PEP page, last updated 15 June 2026). MOM also says a PEP holder may be penalised for a late update.
PEP has other deadlines that are easy to confuse with the address rule. A PEP holder must tell MOM within 1 week of starting employment, leaving employment or changing employers. The annual salary declaration is due by 31 January each year for those required to submit it. Our PEP guide explains who the pass is for.
For the Overseas Networks and Expertise (ONE) Pass and other pass types, we have not verified a specific address-update deadline on a MOM page opened for this article. Check the relevant MOM page, or ask us, before relying on either the 5-day or the 2-week rule.
What happens if you miss the five-day deadline?
MOM’s pages say only that the pass holder “may be penalised”. They do not state an amount, a statutory section or a list of consequences, so we do not quote one here.
If you have already missed the deadline, do not wait to find out what the penalty might be. Update the address in EP eService now and keep a note of the real move date. A late but accurate record is better than an out-of-date one. If you are worried about the effect of a late update on a renewal or a pending application, speak to us or to an immigration lawyer. The facts of each case matter.
For employers, the practical fix is process, not paperwork. Ask staff to tell HR as soon as they sign a tenancy, set a calendar reminder for the move date, and record who is responsible for the filing.
How is this different for Permanent Residents and Work Permit holders?
A Permanent Resident (PR) is not covered by the MOM pass rules. PRs with an Identity Card update their address with ICA through the Change of Residential Address e-Service, using Singpass, within 28 days of moving. ICA says there is no fee (ICA, Change of Residential Address on Identity Card, last updated 29 October 2026).
The ICA process works differently from EP eService. ICA mails a PIN to the new address, which the main applicant uses to verify the application, and then mails an address sticker to affix to the back of the IC. ICA gives 5 working days for the PIN mailer and a further 5 working days for the sticker after the PIN is verified.
| Status | Authority | Deadline | Confirmation |
|---|---|---|---|
| EP, S Pass, DP, LTVP | MOM | 5 days | Acknowledgement page printed from EP eService |
| PEP | MOM | 2 weeks | Acknowledgement page printed from EP eService |
| Permanent Resident (IC holder) | ICA | 28 days | PIN mailer, then address sticker for the IC |
Work Permit holders are a separate case with their own system. For that route, read our existing post on updating a Work Permit holder’s address, rather than applying the EP steps above. If the change involves other particulars such as name, marital status or job details, see what employers update with MOM.
Frequently asked questions
Can an employee update their own address, or must HR do it?
For an EP, MOM says the pass holder or the employer may update. For an S Pass, either the employer or the pass holder may update. HR does not need to be the only party, but it is sensible for the company to know the new address.
Does the new address need to meet any housing requirements?
MOM’s EP, S Pass and PEP pages tell you to check the relevant housing requirements before you update an address. Check the MOM housing guidance linked from those pages before you sign a tenancy.
Do I need to carry the acknowledgement page?
MOM says to print the acknowledgement page and keep it with the pass card. Keep a soft copy too.
Is the update instant?
MOM states that updating an address or mobile number through EP eService is immediate. The record on file changes straight away, so check it after submitting.
I moved overseas or am leaving Singapore. Do I still update the address?
If you are leaving Singapore for good, the issue is usually pass cancellation, not an address change. We have not verified a specific rule for this case, so check the MOM cancellation pages or speak to us.
I am a Permanent Resident. Does MOM need to know my address?
PRs update ICA, within 28 days, through the Change of Residential Address e-Service. The MOM pass rules above apply to pass holders.
