Answer first. For an existing Work Permit holder whose residential address changes, continue using OFWAS and update the address within five days; new-permit address registration now uses myMOM Portal.

Choose the transaction by event

MOM changed the entry point from 4 May 2026. When issuing a new Work Permit, register the holder’s address through the Work Permit eService on myMOM Portal. When an existing holder changes address, including around renewal, continue using OFWAS. Record whether the event is first registration, renewal confirmation or a genuine residential move. Selecting the wrong route can leave the live pass record inconsistent even when the housing file looks complete.

Start the five-day clock

OFWAS says employers must update a Work Permit holder’s residential address within five days of a change. Record the date the worker actually moved, not merely the lease-signing or planned move date. Assign an owner and internal deadline earlier than the official limit. If the worker moved before HR was told, preserve that chronology and correct the record promptly rather than altering the move date to make the file appear timely.

Verify the housing evidence

Match the unit address, property type, occupancy approval, tenant list, worker identity and move-in date. If the address is blocked, unrecognised, non-residential or at its occupancy cap, follow the evidence route shown by OFWAS. Do not enter a nearby address to force acceptance. The property owner may need to provide consent or remove former tenants through the Foreign Worker Tenant Enquiry Service before the new registration can succeed.

Update connected records

After the MOM acknowledgement, reconcile the employer’s worker register, accommodation contract, emergency contact file, transport plan and any required sector records. Tell the worker how to check the digital pass details. Do not assume that changing the payroll or HR system updates MOM automatically. A single evidence sheet should show the old address, new address, move date, submission date, acknowledgement and person who verified the result.

Worked scenario

A manufacturing Work Permit holder moves from a private residential property to an approved dormitory on 7 September. HR receives notice the same day, validates the dormitory placement and files the change through OFWAS, not the new-issuance route. The acknowledgement is matched to the worker’s FIN, and the old property owner confirms removal from the prior tenant list. The transport roster and emergency contact file are updated from the same verified record.

Handle an OFWAS error without improvising

If OFWAS cannot find the address, says it is blocked, classifies it as non-residential or reports maximum occupancy, capture the exact error and use MOM’s stated support route with the requested documents. Do not keep submitting variations of the address or another worker’s record. An error may reflect a real housing restriction or stale property data. Escalate to the accommodation provider and MOM with a clean evidence packet.

Close the change

Completion means the correct worker, correct address and correct effective date are reflected in the official record and connected employer files. Keep the acknowledgement and a screenshot or exported result that does not expose unrelated workers. Review upcoming renewals for the same address. This checklist does not approve accommodation, determine occupancy limits or replace sector-specific housing requirements; those must be verified separately.
