EP Holder Age Limit in Singapore: Is There a Maximum Age for EP and S Pass?

Short answer: There is no EP holder age limit on MOM’s Employment Pass or S Pass eligibility pages, which set no maximum age. Age only changes the minimum qualifying salary, which rises until age 45 and then stays flat. Retirement and re-employment rules apply to Singapore Citizens and Permanent Residents, not to pass holders.
Key facts at a glance
- MOM’s Employment Pass (EP) and S Pass eligibility pages list no maximum age (per MOM, as at 6 November 2026).
- Age is used to set the qualifying salary: the EP floor runs from S$5,600 (age 23 or below) to S$10,700 (age 45 and above) for applications before 1 January 2027.
- For new applications from 1 January 2027, and renewals of passes expiring from 1 January 2028, the EP range becomes S$6,000 to S$11,500 and the S Pass range S$3,600 to S$5,100 (general sectors).
- The minimum retirement age is 64 from 1 July 2026, and MOM states it applies to Singapore Citizens and Permanent Residents.
- Re-employment (up to age 69) is open to employees who are Singapore Citizens or PRs, so it does not cover EP and S Pass holders.
- Since 1 July 2025, S Pass medical insurance premiums can differ by two age bands (50 and below, above 50).

Is there an EP holder age limit in Singapore?
No maximum age is stated on MOM’s Employment Pass eligibility page or its S Pass eligibility page, as opened on 6 November 2026. Eligibility rests on the job offer, the fixed monthly salary and, for the EP, the points-based COMPASS test.
An EP candidate has to pass two stages. Stage 1 is the EP qualifying salary, benchmarked to the top one-third of local PMET (professionals, managers, executives and technicians) salaries by age. Stage 2 is COMPASS, where an application needs 40 points unless exempted. S Pass candidates need a fixed monthly salary comparable to the top one-third of local associate professionals and technicians by age.
Because MOM publishes no age cap, we do not tell employers that a candidate is “too old” for an EP or S Pass. We do tell them that an older candidate must clear a higher salary bar. If you have a specific candidate in their late sixties or seventies, run the MOM Self-Assessment Tool and, if the result is unclear, check with MOM before paying for an application.
How does age change the EP and S Pass qualifying salary?
Age sets the salary floor. The qualifying salary starts at age 23 or below, increases progressively each year of age, and reaches its ceiling at age 45 and above.
The table shows only the lowest and highest points of each range, as published by MOM and as at 6 November 2026. For every age in between, use our full table in EP Salary by Age in Singapore: 2026 and 2027 Tables for EP and S Pass, which we do not repeat here.
| Pass and sector | Age 23 or below (now) | Age 45 and above (now) | From 1 January 2027: 23 or below | From 1 January 2027: 45 and above |
|---|---|---|---|---|
| EP, all sectors except financial services | S$5,600 | S$10,700 | S$6,000 | S$11,500 |
| EP, financial services | S$6,200 | S$11,800 | S$6,600 | S$12,700 |
| S Pass, all sectors except financial services | S$3,300 | S$4,800 | S$3,600 | S$5,100 |
| S Pass, financial services | S$3,800 | S$5,650 | S$4,000 | S$5,650 |
Sources: MOM Employment Pass eligibility (last updated 3 November 2026) and S Pass eligibility (last updated 1 September 2026). The 2027 column applies to new applications submitted from 1 January 2027 and to renewals of passes expiring from 1 January 2028, so renewals of passes expiring before that date stay on the current figures.
Does a higher salary band at 45 make older hires harder to place?
It makes them more expensive to qualify, not impossible. Once a candidate is 45 or above, the floor stops rising, so a 52-year-old and a 62-year-old face the same minimum.
The practical effect is on hiring budgets. For example, an EP candidate aged 45 or above in a general sector needs at least S$10,700 a month now, against S$5,600 for a candidate aged 23 or below. For applications from 1 January 2027, those figures become S$11,500 and S$6,000. Experienced professionals often earn well above these floors, which helps them on COMPASS as well, since the salary criterion (C1) compares the candidate’s pay with local PMET salaries in the sector by age and awards 20 points at the 90th percentile and above, or 10 points from the 65th to below the 90th.
COMPASS also has an exemption that matters for senior hires. Candidates with a fixed monthly salary of at least S$22,500 are exempt from COMPASS, though they must still meet the EP qualifying salary. Check the current exemption wording on the MOM page before relying on it.
Do the retirement age and re-employment rules apply to EP and S Pass holders?
On MOM’s wording, no. MOM states that the minimum retirement age of 64 (from 1 July 2026) applies to Singapore Citizens and Permanent Residents, and re-employment eligibility requires the employee to be a citizen or PR.
The table sets out how the main age-related rules line up. Where MOM does not say that a rule covers pass holders, we leave it as not stated.
| Rule | Singapore Citizen or PR | EP or S Pass holder |
|---|---|---|
| Minimum retirement age of 64 (from 1 July 2026) | Applies, per MOM | Not covered, on MOM’s wording |
| Re-employment offer up to age 69 | Available if eligible (service, performance and medical fitness tests apply) | Not eligible, as MOM requires citizen or PR status |
| Employment Assistance Payment if no re-employment job | Tied to re-employment eligibility | Not applicable |
| Senior Employment Credit (wage offset for workers aged 60 and above) | For Singaporean workers earning below S$4,000 a month, per MOM | Not for pass holders |

What does age change for S Pass medical insurance?
For S Pass holders, the employer must buy medical insurance with an annual claim limit of at least S$60,000, and since 1 July 2025 insurers can price premiums in two age bands. The bands are 50 years old and below, and above 50 years old.
MOM’s S Pass medical insurance page (last updated 18 September 2026) lists this as part of Stage 2 of the enhanced requirements, together with standardised allowable exclusions and direct payment by insurers to hospitals. The cost cannot be passed on to the worker. The page does not give premium amounts, so ask insurers for quotes before you commit to an older S Pass hire.
Employers can choose whether to buy medical insurance for EP holders, per MOM’s EP key facts page. The age-banded premium rule is therefore an S Pass cost issue first. For claim exposure, read S Pass Medical Claim Above S$15,000: An Employer File and The Mandatory Medical Insurance Hike: Budgeting for 2026 Coverage.
What about the Work Permit age limit?
The Work Permit has its own age rules, separate from the EP and S Pass. If you are hiring across pass types, do not assume the Work Permit position carries over.
We cover that topic in Work Permit Age Limit Raised to 62: What Singapore Employers Must Do Now, so we do not repeat the figures here. Confirm the current Work Permit position on the MOM site before applying.
What should an employer check before hiring an older EP or S Pass candidate?
Check salary, pass duration and cost, in that order. A short checklist avoids a rejected application.
- Run the candidate through the MOM Self-Assessment Tool using the exact fixed monthly salary offered. MOM says an S Pass candidate who passes the tool has around a 90% chance of approval.
- Confirm which salary column applies: current figures, or the 1 January 2027 figures for new applications from that date and renewals of passes expiring from 1 January 2028.
- For an EP, work out the COMPASS score, or confirm an exemption applies.
- For an S Pass, get insurance quotes that reflect the age band and the S$60,000 annual claim limit.
- Check passport validity. MOM says an S Pass can only be valid up to 1 month before the passport expiry date.
- Plan renewals. First passes are granted for up to 2 years and renewals for up to 3 years (EP and S Pass, per MOM), so the salary test will recur.
Do not treat age as a reason to drop an otherwise qualified candidate. Fair consideration still applies: MOM expects employers to advertise on MyCareersFuture and consider all candidates fairly before applying.
Frequently asked questions
Can a 60-year-old get an Employment Pass in Singapore?
MOM’s EP eligibility page sets no maximum age, so age alone does not bar a 60-year-old. The candidate must still earn at least the EP qualifying salary for age 45 and above (S$10,700 now, S$11,500 for applications from 1 January 2027) and pass COMPASS unless exempted.
Is there an S Pass holder age limit?
MOM’s S Pass eligibility page does not state a maximum age. The qualifying salary rises with age until 45 and above, at S$4,800 now and S$5,100 from 1 January 2027 for general sectors. Employers should confirm unusual cases with MOM.
Until what age can an S Pass holder work in Singapore?
MOM publishes no end age for S Pass holders. The pass lasts as long as it is valid, up to 2 years for a first pass and up to 3 years on renewal, and each renewal must meet the salary and other criteria at that time.
Does the retirement age of 64 force an EP holder to stop working?
MOM states the minimum retirement age applies to Singapore Citizens and PRs. It does not say EP holders must retire at 64, so the pass status and salary test matter more than the retirement age. Check with MOM for your own case.
Are EP and S Pass holders entitled to re-employment at 64?
No. MOM lists Singapore citizen or PR status as a re-employment eligibility condition, so EP and S Pass holders are outside the re-employment framework. Their continued stay depends on a valid pass.
Does an older S Pass holder cost more to insure?
Possibly. Since 1 July 2025, MOM allows age-differentiated premiums in two bands, 50 and below and above 50. MOM gives no premium amounts, so ask insurers for quotes.
