Verify Before Filing: An Employment Pass Evidence Audit

Treat every field as an evidence claim
Before anyone opens the submission screen, create an application claim register. Each row states the proposed answer, source document, document owner, verification method, date checked and unresolved difference. Cover identity, nationality, education, employment history, salary, occupation, work location, employer turnover, headcount and the genuine role. This prevents a common failure: the form is completed from an old CV while supporting documents and company systems tell a different story.
Identity and name matching
Compare the passport bio page with the candidate’s full name in qualifications, CV, employment references and the draft application. Record transliteration, maiden-name or spacing differences and attach the appropriate explanation or evidence. Check passport validity and scan quality. Do not digitally alter official documents to make names align. If a translation is needed, follow MOM’s current requirements and retain both the original-language document and the English translation, including translator information where required.
Qualification verification
Confirm which qualification is being declared and why it matters to the application or COMPASS assessment. Match institution, award title, study mode and dates. Obtain the verification proof MOM requires for the declared qualification. Do not rely on a recruiter screenshot, an unofficial ranking or a certificate that cannot be traced to the awarding institution. If the employer decides not to declare a qualification, make sure the rest of the application remains complete and accurate, rather than quietly leaving a contradictory CV in the file.
Role, salary and business substance
As an internal accuracy control, reconcile the job description with the organisation chart, reporting line, salary approval, budget, advertised role and actual business activity. This is LBEA’s audit method, not a separate MOM approval criterion. Confirm that the proposed form answers match the employing entity’s records. Open MOM’s current eligibility page and apply the relevant two-stage framework, including COMPASS unless an exemption applies. Do not treat an eligibility-tool result as approval or substitute it for truthful supporting documents.
Worked scenario
A candidate’s CV says regional product director, the offer says business development manager and the draft application says software engineer. The salary is approved for the commercial role, while the qualification verification concerns computing. The audit blocks submission. HR asks the hiring manager to identify the real duties and reporting line, then aligns the offer, application and evidence. If the role genuinely combines functions, the application describes that reality without selecting a title merely because it appears easier to approve.
Consent, declarations and handoff
MOM requires the candidate’s written consent. Store that consent with the exact application version it covers. The employer’s authorised HR or manager should review the final answers, not only sign a blank declaration. If an employment agent prepares the file, use a controlled handoff: unresolved questions, source links and version number travel with the draft. After submission, preserve the filed copy, supporting documents and acknowledgements so later issuance, renewal or audit work begins from the actual representation.
Release gate
Do not file until every material claim is supported, every name mismatch is explained, translations are compliant, candidate consent is current, employer approval is documented and the submission preview matches the evidence register. A second person should compare the final screen or PDF against the frozen package. If a fact changes before approval, use MOM’s correct update route rather than hoping to correct it at renewal. No adviser can guarantee approval, and an accurate application may still be refused on eligibility or policy grounds.
