Hiring international school teachers in Singapore is not fundamentally different from hiring any other foreign professional, but the timing, the qualification checks and the family pass questions have their own rhythm tied to the academic calendar, and schools that treat it as a generic work pass exercise routinely lose candidates to slower processing than expected.

This guide sets out what an international school’s HR or admissions team needs to know about work passes, MOM registration and compliance when recruiting overseas teaching staff for the 2026 to 2027 academic year and beyond.

Which Work Pass Applies When Hiring International School Teachers in Singapore

The overwhelming majority of foreign teachers hired by Singapore’s international schools are sponsored on the Employment Pass, the same professional-tier pass used across banking, technology and consulting. Per the Ministry of Manpower, the EP qualifying salary as at 28 April 2026 is SGD 5,600 a month for most sectors, increasing progressively with age to SGD 10,700 at age 45 and above. Most qualified, experienced international school teachers clear this floor comfortably, particularly at the secondary and IB Diploma level, where salaries commonly sit well above the age-graduated minimum.

Clearing the salary floor is stage one only. Stage two is the points-based COMPASS framework, under which the application must score at least 40 points across salary, qualifications, the school’s nationality diversity among its professional staff, and the school’s support for local employment. A teacher holding a recognised Bachelor of Education, PGCE or equivalent from a well-regarded institution earns 20 points under the qualifications criterion alone, which puts most credentialed teachers within reach of a pass so long as the school’s own COMPASS profile (its existing nationality mix and local hiring record) is not already stretched thin.

Education Verification: Where Teacher Applications Slow Down

Since September 2023, MOM has required mandatory education verification for Employment Pass applications, meaning the school must submit third-party verification of the candidate’s degree or teaching qualification alongside the application if it wants to claim COMPASS qualification points. For teachers trained outside the main English-speaking systems, or whose teaching credential was issued by a body MOM does not automatically recognise as degree-equivalent, this step can add real time to the process. Schools should collect certified copies of degree certificates, teaching licences and any professional accreditation (such as IB certification) at the offer stage, not after the candidate has resigned from their current post, since verification delays are the single most common reason a teacher’s start date slips past the intended term.

Timing Against the Academic Calendar

International schools recruit primarily for August starts, with a secondary hiring window for January entry. Because EP processing, once education verification clears, typically runs three to eight weeks, a school extending an offer in March or April for an August start has a comfortable runway; an offer extended in June for the same August start does not. Schools that recruit on a rolling basis for mid-year vacancies should treat the work pass timeline, not the notice period at the candidate’s current school, as the limiting factor in the hiring plan.

Family Passes for Relocating Teachers

Teachers relocating with a spouse and children need the Dependant’s Pass sequenced alongside the EP. The COMPASS diversity and local employment criteria (C3 and C4) reward organisations with a broad nationality mix and a strong local PMET share. International schools, by the nature of the profession, often run a more internationally concentrated staff profile than a typical corporate employer, which means a school’s existing workforce composition can genuinely affect whether the next teacher hire scores well on these two criteria.
