What the PTS scheme actually assesses
PTS is a discretionary points-style assessment run by the Immigration and Checkpoints Authority, weighing employment history, qualifications, family ties, and overall contribution to Singapore’s economy and society. There is no single published pass mark; ICA looks at the applicant’s profile holistically rather than against one fixed formula.

ICA lists Employment Pass and S Pass holders among those eligible to apply for permanent residence. PR assessment is separate from MOM work-pass eligibility. COMPASS is an Employment Pass framework, not a PR points test or a separate PTS eligibility gate. ICA assesses applications holistically.

Core documents include the applicant’s passport and identity documents, the current work pass, educational certificates, employment letters confirming role and tenure, recent payslips, income tax statements (Notices of Assessment), and, for family applications, marriage and birth certificates for any dependants included. Employers or applicants should also prepare a cover letter summarising career history and reasons for seeking PR, since ICA’s holistic assessment benefits from context beyond the raw documents.
Cost and timeline in numbers
ICA’s published assessment factors include family ties, economic contributions, qualifications, age, family profile and length of residency. Its PR eligibility page does not prescribe a COMPASS score, a general salary cut-off or a fixed number of years of employment for the EP/S Pass holder route.
Step-by-step: the PTS application process
An applicant first confirms they meet the current thresholds, since these are checked before ICA even considers the fuller profile. They then gather the identity, employment and financial documents listed above, typically over several weeks given payslip and tax statement lead times. The application is submitted online through ICA’s e-PR system, after which processing can take anywhere from several months to over a year, with no published guaranteed timeline. Successful applicants receive an in-principle approval before final PR status is confirmed.
Common mistakes and gotchas
Check eligibility and submit complete, consistent documents for every applicant. Include the required family documents and acceptable translations. Holding a valid work pass or meeting MOM’s salary criteria does not guarantee PR approval.
