The Ultimate Guide to the Long-Term Visit Pass Plus (LTVP+)

Foreign spouses of Singapore citizens are often surprised to learn that there are two quite different long-term visit passes, and that the better one is not automatic. This ultimate guide to the Long-Term Visit Pass Plus (LTVP+) sets out who qualifies, what the pass actually gives you that an ordinary LTVP does not, and how the application works in practice. The short version: LTVP+ means longer validity, healthcare subsidies and a much easier route to working here, but it is granted at the discretion of the Immigration and Checkpoints Authority.
Who this applies to
- Foreign spouses married to Singapore citizens who want to live in Singapore long term
- Singaporean citizens acting as sponsors for a foreign husband or wife
- Couples with Singaporean children who currently hold an ordinary LTVP and want to upgrade
- Employers considering hiring an LTVP or LTVP+ holder, who need to understand the Letter of Consent route
- Families weighing up LTVP+ against applying for permanent residence
One clarification worth making early, because it causes a great deal of confusion. If you are the spouse of an Employment Pass or S Pass holder, your pass is a Dependant’s Pass or an MOM-issued LTVP, and MOM handles it. If you are the spouse of a Singapore citizen or permanent resident, your LTVP and LTVP+ are handled by ICA. Different agency, different portal, different criteria.
Key rules and requirements in Singapore
LTVP+ was introduced in 2012 to give the foreign spouses of Singaporeans greater certainty about staying, working and accessing healthcare. It is a scheme administered by ICA rather than a statutory entitlement, so eligibility is a gateway rather than a guarantee.
- Core eligibility. You must be the foreign spouse of a Singapore citizen and meet at least one of two conditions: the marriage has produced at least one Singaporean child, or the marriage has lasted three years or more.
- Sponsorship. The Singaporean spouse sponsors the application. ICA looks at the family’s ability to support itself, so the sponsor’s employment and income are relevant, as are family ties and the stability of the marriage.
- Longer validity. An LTVP is typically issued for a shorter term. LTVP+ is generally granted for a longer period, commonly up to three years on first issue and up to five years on renewal, which removes the yearly renewal treadmill.
- Healthcare subsidies. LTVP+ holders receive subsidies at public healthcare institutions, which is one of the most practical differences from an ordinary LTVP. Coverage details are set by MOH and change from time to time, so verify the current position before relying on it.
- The right to work through a Letter of Consent. LTVP and LTVP+ holders do not need an Employment Pass, S Pass or Work Permit. The employer applies to MOM for a Letter of Consent, and an LOC holder does not count towards the employer’s quota and attracts no foreign worker levy.
- What it is not. LTVP+ is not permanent residence and not citizenship. It does not confer PR benefits such as CPF contributions or priority in school admissions. PR remains a separate ICA application on its own merits.
- Conditions may attach. ICA can impose conditions on a long-term visit pass, including a security bond in some cases. Read the in-principle approval letter carefully rather than assuming the standard terms apply.

Step-by-step process
- Confirm the marriage is registered and recognised. If you married overseas, have the marriage certificate translated into English by an accredited translator and legalised where required.
- Check which limb you qualify under. A Singaporean child from the marriage, or three years of marriage. If neither applies yet, apply for an ordinary LTVP now and request LTVP+ consideration when you become eligible.
- Assemble the documents. Passport biodata pages, marriage certificate, birth certificates of any children, the sponsor’s NRIC, and evidence of the sponsor’s employment and income. Prepare clear scans in the formats ICA specifies.
- Apply through the ICA e-Service. Submit the long-term visit pass application online with the Singaporean spouse as sponsor, and pay the processing fee. Where the applicant is already in Singapore on a short-term visit pass, mind the expiry date.
- Respond promptly to queries. ICA may request further documents or an interview. Slow responses are one of the more common causes of drawn-out cases.
- Complete formalities on approval. If approved in principle, complete the medical examination if required, furnish any security bond, and attend the appointment to have the pass issued and the card produced.
- Arrange a Letter of Consent before starting work. The prospective employer applies through MOM’s Work Pass Online. Do not begin work before the LOC is issued, as working without valid authorisation is an offence under the Employment of Foreign Manpower Act.
- Diarise the renewal. Start the renewal roughly two to three months before expiry. Keep the sponsor’s income documents current, since the same assessment applies again.
Common mistakes to avoid
- Assuming LTVP+ is automatic once eligible. Meeting the three-year or Singaporean-child condition makes you eligible for consideration, not entitled to the pass.
- Applying to the wrong agency. Spouses of Singapore citizens go to ICA. Spouses of work pass holders go to MOM. Applications lodged in the wrong place simply lose time.
- Starting work before the Letter of Consent is issued. Holding an LTVP+ is not by itself permission to work, and the offence sits with both parties.
- Letting the current pass lapse. Renewals are easier than reapplications, and a gap can force a return to a short-term visit pass.
- Treating LTVP+ as equivalent to PR. Different scheme, different benefits. Plan for PR separately if that is the goal.
- Sponsor income documents left stale. ICA assesses the family’s ability to support itself at each application, so a sponsor between jobs should be ready to explain the position rather than hope it goes unnoticed.
Practical examples
A couple with a Singaporean child. Married eighteen months with a one-year-old Singaporean daughter, the foreign spouse qualified through the child limb rather than the three-year limb. LTVP+ was granted with longer validity than the ordinary LTVP she had been renewing annually, and the employer obtained a Letter of Consent without touching quota or levy.
A four-year marriage, no children. The couple qualified on length of marriage. The sponsor had recently changed employers, so the application included the new employment letter and recent CPF contribution history to show continuity of income rather than leaving ICA to infer it.
An employer that moved too early. A company let an LTVP+ holder start work while the Letter of Consent application was still pending, treating the pass as sufficient authorisation. It was not. The engagement had to be paused and the start date pushed back until the LOC was issued.

How Singapore Employment Agency can help
Family immigration cases fail more often on presentation than on substance. Singapore Employment Agency helps couples work out which limb they qualify under, assemble a complete and coherent document set, and put the sponsor’s financial position in front of ICA clearly rather than in fragments. Where an application has been unsuccessful, we review what the file actually showed before deciding whether an appeal or a later reapplication is the better course.
On the employer side, we handle Letter of Consent applications, work pass applications, renewals and appeals, and advise on how LOC holders sit alongside Employment Pass, S Pass and Work Permit staff for quota, levy and HR compliance purposes.
Frequently Asked Questions
What is the difference between LTVP and LTVP+?
Both allow a foreign spouse to remain in Singapore long term. LTVP+ is the enhanced version for spouses of Singapore citizens who have a Singaporean child from the marriage or have been married for at least three years. It generally carries longer validity and healthcare subsidies at public healthcare institutions.
Can an LTVP+ holder work in Singapore?
Yes, once a Letter of Consent has been issued. The employer applies to MOM, and the LOC holder does not count towards the employer’s quota and attracts no levy. Work must not start before the LOC is issued.
Does holding LTVP+ improve the chance of getting permanent residence?
PR is assessed separately by ICA on its own criteria. A long and stable family history in Singapore is relevant context, but LTVP+ is not a formal step in the PR process and confers no entitlement to it.
How long does an LTVP+ application take?
ICA does not guarantee a fixed timeline and processing varies with case complexity and how quickly queries are answered. Apply well before the current pass expires rather than relying on a typical turnaround.
Key takeaways
- LTVP+ is for foreign spouses of Singapore citizens with either a Singaporean child from the marriage or at least three years of marriage.
- It is issued by ICA, not MOM, and eligibility opens the door to consideration rather than guaranteeing approval.
- The practical gains over an ordinary LTVP are longer validity and healthcare subsidies at public healthcare institutions.
- Working requires a Letter of Consent applied for by the employer through MOM, with no quota or levy impact.
- LTVP+ is not permanent residence, and PR remains a separate application on separate criteria.
- Renew early, keep sponsor income evidence current, and never let the existing pass lapse.
