PR Application for Aged Parents in Singapore: Who Can Sponsor and When an LTVP Fits Better

Short answer: A PR application for aged parents is open to the parent of a Singapore citizen, and ICA names the citizen child, aged 21 or older, as the local sponsor. A PR child is not listed in that category. ICA assesses each case on family ties, contributions, age and residency, and generally takes up to 6 months.

Key facts at a glance

  • Category: “aged parent of an SC” is one of the listed permanent residence categories, with “your SC child (aged 21 and above)” as the required local sponsor (per ICA, as at 2 November 2026).
  • Fee at submission: S$100 per applicant; at completion of formalities, S$20 for the Entry Permit, S$50 for a 5-year Re-Entry Permit and S$50 for the Singapore Identity Card. All fees are non-refundable (per ICA, as at 2 November 2026).
  • Processing: ICA generally processes a PR application within 6 months if all documents are submitted, and some cases take longer (per ICA, as at 2 November 2026).
  • Assessment factors: family ties to Singaporeans, economic contributions, qualifications, age, family profile and length of residency (per ICA).
  • LTVP alternative: parents of a citizen or PR can apply for a Long-Term Visit Pass, with a S$45 application fee and a 6-week processing time (per ICA, as at 2 November 2026).
  • Parents-in-law are not eligible for the parent LTVP, and a PR application is never guaranteed.

Many Singaporeans bring their parents to live with them on a Long-Term Visit Pass and later ask whether the parents can become permanent residents. A PR application for aged parents is possible, but it is a separate scheme with its own sponsor rules and a discretionary assessment. This guide sets out who can sponsor, what ICA says it weighs, the fees and timeline, and how to decide between PR and a visit pass. It is written for citizens, PRs and pass holders planning a move for an older parent. Figures and rules are taken from ICA’s published pages as read on 2 November 2026.

Can an aged parent apply for Singapore PR?

Yes. ICA lists “aged parent of an SC” as one of the categories under which a person may apply for permanent residence. The sponsor shown against that category is the parent’s Singapore citizen child, aged 21 and above.

The same table lists other routes: the spouse of a citizen or PR, an unmarried child under 21 of a citizen or PR, holders of an Employment Pass or S Pass, students who meet ICA’s education conditions, and foreign investors under the Global Investor Programme. Being listed means you may apply. It does not mean ICA will approve. If you are a parent holding your own Employment Pass, the Employment Pass or S Pass route needs no local sponsor, which is a different application altogether. Our guide on completing PR formalities after in-principle approval covers what follows a successful outcome.

Who can sponsor: a citizen child, a PR child, or both?

ICA’s eligibility table names the parent’s Singapore citizen child, aged 21 or above, as the local sponsor for this category. It does not list a PR child as a sponsor for an aged-parent PR application.

That matters for families where one sibling is a citizen and another is a PR. The citizen child is the person ICA identifies. If your only Singapore-based child is a PR, check ICA’s current page and consider the Long-Term Visit Pass route below, because ICA’s LTVP page accepts a citizen or PR child. ICA also says the sponsor must complete the online form on the applicant’s behalf, and the parent must first log in to review the form and make declarations before the sponsor submits it.

What does ICA weigh in a PR application for aged parents?

ICA says it considers the applicant’s family ties to Singaporeans, economic contributions, qualifications, age, family profile and length of residency. It uses these to assess the ability to contribute to Singapore, integrate into society and commit to sinking roots.

ICA’s page does not state a points system, a quota or a minimum income for the aged-parent category, so nobody can truthfully promise an outcome. What you can do is present the facts that match ICA’s list accurately:

Be wary of anyone who cites an approval rate or guarantees a result. ICA states that it has no affiliation with external migration agencies or commercial entities that claim to be its partners.

How do you apply, step by step?

All PR applications are submitted online. In this category the process involves both the parent and the citizen child, so agree on who prepares what before you start.

  1. Confirm the category: the parent is aged and the sponsor is a Singapore citizen child aged 21 or above.
  2. Collect documents using ICA’s PR document checklist (a PDF on ICA’s website). Do not assume the list from an earlier year still applies.
  3. The sponsor logs in and completes the online form on the parent’s behalf.
  4. The parent logs in to review the form and make the declarations. This must happen before the sponsor submits.
  5. Pay the S$100 submission fee for each applicant.
  6. Wait for the outcome, which ICA sends by email. You can also check the status online or on the MyICA portal.
  7. If approved, complete formalities and pay the Entry Permit, Re-Entry Permit and Identity Card fees listed above.

Check the declarations carefully. Addresses, dates of entry and family details should match your passport, ICA records and any earlier LTVP application. ICA may ask for additional documents, so keep your records to hand.

Is a Long-Term Visit Pass the better route for a parent?

Often it is the faster and lower-cost option. ICA says parents of a Singapore citizen or PR can apply for a Long-Term Visit Pass to reside in Singapore, with a 6-week processing time. PR is a longer-term status, but it is not assured.

For the LTVP, ICA states that if your citizen or PR child is 21 or older they can act as your local sponsor, and that if the child is under 21 you need another citizen or PR aged 21 or older. ICA’s notes say parents-in-law are not eligible. Renewals are not automatic: ICA’s LTVP page advises applying for renewal at least 3 months before the current pass expires, and any remaining validity is not carried forward to the renewed pass. We cover the income test and cost of healthcare in our guides on LTVP for parents of Singapore PRs and citizens and healthcare for LTVP parents and grandparents.

Some families run the two in sequence: the parent stays on an LTVP, builds a documented record of residence and family life, and the citizen child considers a PR application when the facts support one. You do not have to choose permanently, but you should not hold back an LTVP renewal in the hope that a PR outcome will arrive in time.

What if the parent is a grandparent, or your child is not a citizen?

The category is for the parent of a citizen. A grandparent, a parent-in-law or the parent of a PR or work pass holder falls outside it and needs a different route.

We explain the grandparent position in PR sponsorship for a grandparent in Singapore. If your child is an Employment Pass holder, the pass rules on bringing parents are set by MOM and are covered in LTVP for parents of EP holders. For a parent-in-law, note that ICA’s parent LTVP does not extend to them.

What if the application is rejected?

ICA publishes a separate page on appeals for citizenship, permanent residence and Long-Term Visit Pass decisions. Read it before you act, because a rushed appeal repeating the same facts rarely changes anything.

Before reapplying or appealing, ask what has changed: a longer record of residence, a new document, a corrected declaration or a change in family circumstances. If nothing has changed, a fresh submission is unlikely to be treated differently. Our article on citizenship rejections, appeals and reapplication explains how ICA handles unsuccessful applications in a related area. Meanwhile, keep the parent’s visit pass or LTVP valid so that their status does not lapse during the wait.

Common mistakes to avoid

Frequently asked questions

Can a parent of a Singapore PR apply for PR?

ICA’s eligibility table lists aged parents of a Singapore citizen. It does not list parents of a PR. A PR child can sponsor a Long-Term Visit Pass for a parent, which ICA allows for the parent of a citizen or PR.

How much does a PR application for an aged parent cost?

ICA charges S$100 per applicant at submission, as at 2 November 2026. If approved, formalities fees are S$20 for the Entry Permit, S$50 for a 5-year Re-Entry Permit and S$50 for the Identity Card. All fees are non-refundable.

How long does ICA take to decide?

ICA generally processes a PR application within 6 months if all required documents are submitted, and some applications take longer. A parent LTVP is generally processed within 6 weeks.

Does ICA require a minimum income from the citizen child?

ICA’s PR page does not state a minimum income for this category. It lists the factors it considers, including family ties, contributions and length of residency. Do not rely on figures quoted on other websites without checking them against ICA.

Can a parent-in-law apply?

Not under the parent LTVP, where ICA notes that parents-in-law are not eligible. The aged-parent PR category is framed around the parent of a Singapore citizen.

Should we apply for PR or an LTVP first?

Many families use an LTVP first because it is faster and cheaper. A PR application can follow when the record of residence and family ties is stronger, but approval is never guaranteed.
