IPA Letter Singapore: What It Means, How Long It Lasts and What Happens Next

Passport booklet resting on a sheet of white paper

Short answer: The IPA letter Singapore issues after a work pass approval is MOM’s in-principle approval, a pre-approved single-entry visa for new applications. Validity is 6 months for an Employment Pass, 60 days for an S Pass, and the date on the letter for a Work Permit. The pass is issued only after arrival.

Key facts at a glance

  • An IPA (in-principle approval) letter is printed after MOM approves a new EP, S Pass or Work Permit application. It is not the pass itself.
  • For a new EP, the IPA gives 6 months to enter Singapore and get the pass issued (MOM, as at 8 November 2026).
  • For a new S Pass, the IPA gives 60 days to enter Singapore and get the pass issued (MOM, as at 8 November 2026).
  • For a Work Permit, the IPA letter states its own validity. It can be extended once, by up to 1 month, at least 1 week before it expires (MOM, as at 8 November 2026).
  • A renewed EP gets an IPA valid for 3 months, and a renewed S Pass an IPA valid for 60 days (MOM, as at 8 November 2026).
  • The IPA states whether a medical examination is needed after arrival. Wrong details on the letter must be corrected before travel, or entry may be refused.

What is the IPA letter Singapore issues once a work pass is approved?

An in-principle approval (IPA) letter is MOM’s confirmation that a work pass application has been approved, before the pass card exists. For a new Employment Pass (EP) or S Pass candidate, MOM describes it as a pre-approved single-entry visa to enter Singapore.

The IPA is not a work pass. The candidate cannot start work on the strength of the IPA alone. The pass is issued later, in the Ministry of Manpower (MOM) eServices, after the candidate has arrived in Singapore and the employer has supplied the required details and documents. Until then the candidate is a visitor entering on the IPA.

The letter also tells the employer whether the candidate must go for a medical examination after arrival. Employers and employment agents print it from the online service, send the pass holder’s copy to the candidate, and the candidate shows it to the immigration officer on arrival.

How long is an IPA letter valid for an EP, S Pass or Work Permit?

It depends on the pass and on whether the application is new or a renewal. MOM publishes fixed periods for new EPs and S Passes, and for EP and S Pass renewals. For a Work Permit it points you to the validity written on the letter.

Pass and case IPA validity (per MOM) What it must be used for
New Employment Pass 6 months Enter Singapore and get the pass issued
New S Pass 60 days Enter Singapore and get the pass issued
New Work Permit As stated in the letter; extendable once by up to 1 month Bring the worker in and get the permit issued
Renewed Employment Pass 3 months Get the renewed pass issued before the IPA or the current pass expires, whichever is earlier
Renewed S Pass 60 days Get the renewed pass issued before the current S Pass expires

Source and as-at date: MOM pages on applying for an Employment Pass, applying for an S Pass, renewing an Employment Pass, renewing an S Pass and in-principle approval for migrant workers, all read on 8 November 2026. MOM did not state an IPA period for a Work Permit renewal on the pages we read, so check the letter itself or ask MOM.

What should you do before travelling on an IPA letter?

Check that every detail on the letter matches the passport, and print the letter. Wrong particulars can lead to a refused entry, so fix them before the flight.

MOM states that if a worker’s particulars on the IPA are incorrect, the employer must update them before bringing the worker into Singapore, otherwise the worker may be denied entry. Name, date of birth, marital status and passport number or expiry date are updated through the online service for workers employed by businesses, and other particulars through a MOM request form. Once MOM confirms by email, print the IPA again and give the worker the updated copy. Our separate guide on correcting a Work Permit IPA before travel covers that situation in detail.

  1. Compare the name, date of birth and passport number on the IPA with the passport.
  2. Check the passport has enough validity. For S Pass candidates MOM requires a passport valid for at least 7 months, and the pass runs only up to 1 month before passport expiry.
  3. Print the IPA and keep it with the passport for the immigration officer.
  4. Note whether the IPA asks for a medical examination after arrival.
  5. Bring the candidate in only once the pass is approved. MOM says it cannot extend a candidate’s visit pass if they arrive early.

What happens after the worker arrives in Singapore?

The employer or agent gets the pass issued, the worker completes any medical and card registration steps, and the card is delivered. The candidate must be in Singapore when the pass is issued.

  1. Medical examination, if the IPA says one is needed. For a Work Permit, MOM says to send the worker for it within 2 weeks of arrival.
  2. Get the pass issued online, with passport details, Singapore contact and residential address, and the declaration form attached to the IPA. MOM lists the issuance fee as S$225 for an EP, S$100 for an S Pass and S$35 for a Work Permit (as at 8 November 2026).
  3. Both employer and worker receive a notification letter, valid for 1 month from issue. It lets the worker start work and travel in and out of Singapore while waiting for the card.
  4. If the notification letter says so, the worker registers fingerprints and photo: within 2 weeks for an EP (at the Employment Pass Services Centre), and within 1 week for an S Pass or Work Permit (at MOM Services Centre, Hall C). An appointment is needed.
  5. The card is delivered within 5 working days after registration or document verification, and the worker sets up the digital work pass in the SGWorkPass app with Singpass.

How do you check an IPA letter or its validity?

Log in to the MOM online service used for the application and view or reprint the IPA. MOM also provides an online service for checking work pass and application status, and says IPA validity can be checked there.

For EP and S Pass applications, the IPA is printed from EP eService. For a Work Permit, MOM says to log in to myMOM Portal, go to Work Passes, then Quick Menu and View details. The same page lets you print the Work Permit application form. Candidates themselves usually hold only the copy the employer or agent sends, so ask them to forward the latest version after any correction. MOM’s page on checking work pass and application status is the place to confirm the current position.

What if the IPA is about to expire or the worker cannot get the pass issued in time?

For a Work Permit, extend the IPA online before it lapses. For an EP or S Pass on a new application, MOM’s pages do not describe an extension of the IPA, so contact MOM early.

MOM allows a Work Permit IPA to be extended once, for up to 1 month, through WP Online, and the request must be made at least 1 week before the IPA expires. For newly arrived non-Malaysian Work Permit workers, MOM says to get the permit issued within 14 days of arrival, and a Special Pass request in the Work Permit eService automatically extends the IPA if more time is needed.

If a candidate is waiting for medical results, MOM allows an extension of the short-term visit pass. The request must be submitted 7 to 14 days before the visit pass expires, with the doctor’s memo showing the result collection date. A late request can lead to overstaying fines.

If an employer decides not to hire the worker after approval, MOM requires the IPA to be cancelled. If the IPA has already lapsed and the pass has not been issued, we recommend checking with MOM whether a fresh application is needed rather than assuming a way to revive it.

How is an IPA different from a notification letter or the pass card?

The IPA allows entry and the right to get the pass issued. The notification letter proves the pass has been issued. The card is the physical pass.

Document When you get it What it allows
IPA letter After application approval Entry to Singapore and the right to get the pass issued within its validity
Notification letter After the pass is issued Starting work and travelling in and out for 1 month while waiting for the card
Pass card and digital pass After registration or document checks Ongoing proof of the work pass, also viewable in SGWorkPass

Employers should also be sure the pass fits the role. Our article on moving a worker from a Work Permit to an S Pass explains how a different pass changes the application.

Frequently asked questions

Is an IPA letter the same as a work pass?

No. The IPA is an approval to bring the worker in and get the pass issued. The pass is issued after the worker arrives, and the notification letter then allows work to start.

Can the candidate start work on the IPA letter?

No. Per MOM, the notification letter issued after the pass is issued is what allows the worker to start work. The IPA only allows entry and the issuing of the pass.

Is the IPA letter a visa for entering Singapore?

For new EP and S Pass applications, MOM calls the IPA a pre-approved single-entry visa. Travel and entry requirements can change, so check the current ICA entry requirements before flying.

Where can the candidate see the IPA letter?

The employer or employment agent prints it from the MOM online service and sends the pass holder’s copy. If your employer has not sent it, ask them to reprint it.

Does a renewal also come with an IPA letter?

Yes. MOM says a successful EP renewal comes with an IPA valid for 3 months, and a successful S Pass renewal with an IPA valid for 60 days. The renewed pass starts when the current pass expires.

What if the IPA says a medical examination is needed?

Arrange it after arrival and keep the completed form or declaration, because MOM may ask you to upload it when getting the pass issued.
