Work Permit to S Pass: Eligibility, Quota and Timing for Employers

Two people shaking hands across a desk

Short answer: A Work Permit to S Pass upgrade needs a new S Pass application from the employer while the Work Permit stays valid, and it need not be cancelled first. The candidate must meet the age-based qualifying salary, and the company needs S Pass quota and pays a flat S$650 monthly levy.

Key facts at a glance

  • MOM’s FAQ: you can apply while the Work Permit is valid, and you do not need to cancel it before the S Pass is approved.
  • S Pass minimum qualifying salary: S$3,300 now (up to S$4,800 at age 45 and above), rising to S$3,600 (up to S$5,100) for new applications from 1 January 2027. Financial services: S$3,800 now, S$4,000 from 1 January 2027 (MOM, as at 5 November 2026).
  • Quota: S Pass holders are capped at 10% of the workforce in Services and 15% in Construction, Manufacturing, Marine Shipyard and Process, within each sector’s overall dependency ratio ceiling.
  • Levy: S$650 a month for every S Pass holder, across all sectors and tiers, since 1 September 2025.
  • Processing: MOM says an online S Pass application is processed or given an update within 10 business days.
  • If the Work Permit expires before the S Pass outcome, the employer can request an extension, subject to MOM’s approval.

How does a Work Permit to S Pass upgrade work?

Yes, if the worker qualifies as a new S Pass candidate. MOM’s FAQ on converting a Work Permit to an S Pass says to check eligibility with the S Pass Self-Assessment Tool first, and then apply for an S Pass for the candidate if the requirements are met.

It is a new application, not a status change. The S Pass is judged on its own criteria: the candidate’s fixed monthly salary against the age-based qualifying salary, the employer’s quota, and the job advertising requirement. MOM’s S Pass page states that employers must advertise the job on MyCareersFuture and consider all candidates fairly before applying. For the full pass picture, see our S Pass guide for 2026.

What salary does the worker need?

The worker must earn a fixed monthly salary at or above the qualifying salary for their age. MOM benchmarks this to the top one-third of local associate professional and technician salaries by age.

Sector Now (new applications until 31 December 2026) New applications from 1 January 2027, and renewals of passes expiring from 1 January 2028
All sectors except financial services S$3,300, rising with age to S$4,800 at 45 and above S$3,600, rising with age to S$5,100 at 45 and above
Financial services S$3,800, rising with age to S$5,650 at 45 and above S$4,000, rising with age to S$5,650 at 45 and above

The figures are the minimum, so an older candidate needs more. Use the Self-Assessment Tool for the exact figure at the candidate’s age. MOM says that if the tool shows the candidate is eligible, there is around a 90% chance that the candidate will get a pass, and that you should not apply if the tool shows the candidate is not eligible. Our salary by age tables set out the age bands for both passes.

Timing matters here. An application submitted before 1 January 2027 is assessed against the current minimum. The pass will, however, face the higher S$3,600 minimum at renewal if it expires from 1 January 2028. Plan the salary now so that renewal does not become a problem.

How does S Pass quota work for a conversion?

The quota is the number of foreign workers your sector allows. MOM sets a dependency ratio ceiling (DRC) for each sector, and a lower cap for S Pass holders within it. Converting a Work Permit holder moves one worker from the Work Permit count to the S Pass count, so the total foreign headcount stays the same but the S Pass cap matters.

Sector Overall DRC (Work Permit and S Pass) S Pass cap as a share of total workforce
Construction 83.3% 15%
Process 83.3% 15%
Marine shipyard 75% 15%
Manufacturing 60% 15%
Services 35% 10%

MOM calculates your quota from the CPF contributions and salaries you declare for local employees, using the average number of locals over the last 3 months. The number of local employees is updated every Saturday, and you can check the balance on the next working day. Late or missed CPF declarations reduce your quota. MOM also advises that if the quota calculator shows enough S Pass quota but you still cannot apply, you should check the company’s DRC. See MOM’s S Pass quota and levy page for the calculator.

What does an upgrade cost the employer?

The S Pass levy is a flat S$650 a month, so the upgrade usually increases the levy bill and the salary bill together. MOM states the levy has been harmonised at S$650 across all sectors and levy tiers since 1 September 2025, and that levy liability runs from the day the S Pass is issued until it is cancelled or expires.

The example below uses a manufacturing employer with 100 people in its total workforce. At most 15 of them can be S Pass holders. The firm has 10 today, so it can convert up to 5 more, as long as its overall foreign headcount stays within the 60% DRC.

Worker today Levy today Levy as S Pass Monthly levy change
R2 Work Permit holder at the Tier 2 rate S$470 S$650 Up S$180
R1 Work Permit holder at the Tier 1 rate S$250 S$650 Up S$400
R1 Work Permit holder at the Tier 2 rate S$350 S$650 Up S$300

The levy figures come from MOM’s current manufacturing rates. They also exclude the salary increase needed to reach the S Pass minimum and the changes MOM will make to Manufacturing tiers from 2028, which we cover in our article on the 2028 Work Permit levy changes.

An S Pass holder earning at least S$6,000 a month can also bring a spouse and children on Dependant’s Passes, according to MOM’s S Pass eligibility page. That is a point to weigh when you decide which workers to upgrade.

What is the step by step process and timing?

  1. Run the Self-Assessment Tool for the worker and confirm quota on WP Online.
  2. Advertise the job on MyCareersFuture and consider all applicants fairly, as MOM requires before applying.
  3. Submit the S Pass application online. MOM says it is processed or given an update within 10 business days, and the candidate’s passport must be valid for at least 7 months.
  4. Keep the worker on the valid Work Permit while you wait. If that permit will expire before the S Pass outcome, request a Work Permit extension, which MOM may or may not approve.
  5. On approval, print the IPA, get the S Pass issued, and arrange the card registration if the notification letter requires it.

Apply early, as MOM advises, so the Work Permit does not run out. If the worker will change company as well, read our guide on S Pass job moves.

What commonly goes wrong?

Some employers now do the opposite and convert S Pass holders to Work Permit holders, because of the higher S Pass salary floor. MOM says it recognises S Pass converters’ past experience for the higher-skilled (R1) levy. Our Work Permit employer guide covers that route.

Frequently asked questions

Do I need to cancel the Work Permit before applying for an S Pass?

No. MOM states you do not have to cancel the Work Permit before the S Pass is approved, and the worker can remain in Singapore while the application is made, as long as the Work Permit is valid.

What if the Work Permit expires before the S Pass is approved?

You can request to extend the Work Permit. MOM states the extension is subject to its approval.

Does the S Pass levy depend on the sector?

Not currently. MOM states the levy is S$650 a month across all sectors and tiers since 1 September 2025, and that levy rates are regularly reviewed.

Which salary applies if I apply in December 2026?

MOM’s table shows the current minimum for applications until 31 December 2026, and the higher minimum for new applications from 1 January 2027. Check the age-based figure in the Self-Assessment Tool on the date you submit.

Are qualifications required for an S Pass?

MOM states that declaring qualifications is optional. If you declare them, you are responsible for ensuring they are authentic and awarded by an accredited institution on the application form’s list.
