Year-End HR Checklist for Singapore Employers: December 2026 Tasks and the 1 January 2027 Changes

Several Singapore rules change within weeks of each other: wage guidelines on 1 December 2026, new salary floors on 1 January 2027, and tax filings due on 1 March 2027. A year-end HR checklist Singapore employers can follow helps avoid a rushed January. This guide sorts the tasks by date, with links to the official sources, as at 5 November 2026.
Check each item against the primary source before acting, because the government can revise details. Where figures are given, they come from the Ministry of Manpower (MOM) or our own tracking of its announcements.
Year-end HR checklist Singapore: December 2026 tasks
December is the month to set pay, review passes and settle leave. Start with wages. The National Wages Council guidelines apply from 1 December 2026, and employers should review pay plans against them. Read our summary of the NWC 2026/2027 guidelines and what employers must do.
- Pay and bonuses: finalise increments and year-end payments, and record the approval.
- Leave: check carry-forward rules and the statutory minimum; see our statutory annual leave guide.
- Passes: list every work pass expiring before 31 March 2027 and start renewals early.
- Payroll cut-off: confirm the last salary date before the holiday period.
Review pass holders on the current salary table
Renewals of passes expiring before 1 January 2028 stay on the current salary table, while new applications from 1 January 2027 use the higher one. Per MOM, as at 5 November 2026, the Employment Pass qualifying salary rises from S$5,600 to S$6,000 for most sectors, and from S$6,200 to S$6,600 for financial services. See our employer guide to the S$6,000 EP salary from January 2027 and the age-by-age salary tables.
Employment Pass 2027 changes to prepare for
If you plan to hire a foreign professional soon, time the filing carefully. A new application filed before 1 January 2027 follows the current table, and one filed after follows the new table. COMPASS salary benchmarks also move in January; read the August 2026 COMPASS C1 salary benchmarks. The S Pass floor also rises, from S$3,300 to S$3,600 for most sectors, per MOM.
Do not file an incomplete application just to beat the date. A rejection wastes more time than a short delay. For a broader view of the pass, see our Singapore Employment Pass guide.
CPF, public holidays and payroll for 2027
CPF contribution rates for senior workers change in 2027, so payroll must be updated before the first January salary run. See our guide to the 2027 CPF changes for employers and confirm rates on the CPF Board website.
MOM has announced 11 gazetted public holidays for 2027, per its press release of 18 June 2026. New Year’s Day falls on Friday 1 January 2027. Plan rosters and shift pay, because staff who work on a public holiday are entitled to an extra day’s salary at the basic rate, or another arrangement allowed by law. See our 2027 public holidays employer guide.
January to March 2027: filings and renewals
Employers who use the Auto-Inclusion Scheme file employees’ income details with IRAS, with 1 March 2027 as the usual deadline for the previous year’s IR8A returns. Confirm the date on the IRAS website, and read our IR8A and AIS compliance walkthrough. Departing foreign employees need separate tax clearance: here is how IR21 works.
For a month-by-month view, use our HR manager’s MOM compliance calendar. It lists the recurring items that sit outside this year-end list.
Work pass hygiene audit before year-end
Use the quiet weeks to audit your foreign workforce records. Compare the payroll records with what MOM holds: names, pass numbers, salaries, job titles and expiry dates. Mismatches are the kind of problem that surfaces during a renewal or an inspection. Our article on the MOM phantom-worker operation explains why accurate records matter, and what employers should audit first.
- Confirm that each pass holder’s actual duties match the role approved.
- Check that salaries paid match the salary declared to MOM, and that any reduction was notified. See the MOM request for reducing an EP holder’s salary.
- Review S Pass and Work Permit quota and levy positions; read the new two-tier Work Permit levy framework for 2028.
- Check that medical insurance for lower-skilled foreign workers remains in force.
Update contracts and policies for 2027
Review employment contract templates for the new year. Pay review clauses, notice periods, leave entitlements and outside-work rules should reflect current practice. If your template mentions public holidays or the working calendar, update it. A clear contract also helps with pass applications, as we explain in our article on the contract clauses MOM scrutinises.
Communicate with staff early
Tell employees about the 2027 holiday calendar, pay review timetable and any change in payroll cut-off dates. Foreign staff should also know when their passes expire and who will manage the renewal. Early communication reduces last-minute questions, and it shows the team that compliance is planned, not improvised. Keep a short written note of who was informed and when.
Employer checklist for the first week of January
The first working week of 2027 is a good time to confirm that everything on the employer checklist is in place. Check that payroll is on the right CPF rates and that the new holiday calendar is published. Confirm that hiring plans reflect the new salary floors, and that any pass renewals have a named owner and a date. Review the progress of IR8A data collection, because late fixes in February are harder than steady work in January.
Finally, note the public holidays 2027 on your leave planner and shift rosters. Where operations run on public holidays, agree on premium pay or time off in lieu early, so that managers do not improvise when the day arrives. A one-page summary of these arrangements, shared with line managers in December, prevents most disputes before they begin.

Frequently asked questions
Does the new salary floor apply to my existing EP holders?
Per MOM, renewals of passes expiring before 1 January 2028 remain on the current table, so most current holders are not affected immediately. Check each pass expiry date.
When should I start renewals?
Start early. MOM states the renewal window on its renewal page, so set reminders well before each expiry, and see our EP renewal walkthrough.
What if a task slips into January?
Some items are movable, such as contract template updates, while others are fixed by law or by the government’s calendar, including payroll rates and tax filings. Separate the two groups on your list. Give every fixed-date item an earlier internal deadline, and assign a backup owner in case a team member is on leave over the holiday period.
Close the year with support
If your team needs help with pass renewals, new hires or HR compliance, the licensed team at Singapore Employment Agency can assist. For payroll, accounting and corporate filings, Raffles Corporate Services offers end-to-end support, and Singapore Secretary Services handles company secretarial matters.
