Tech.Pass renewal track record — Eligibility and requirements checklist
Tech.Pass renewal track record is the record of Singapore contribution a holder builds during the pass. Issued by the Economic Development Board, Tech.Pass gives established technology leaders freedom to work, invest, mentor and found companies in Singapore, and renewal depends on meeting activity and economic-contribution criteria rather than a single salary figure.

What Tech.Pass is
Tech.Pass is a personalised pass for experienced technology professionals and entrepreneurs, administered by the Economic Development Board rather than the Ministry of Manpower’s standard Employment Pass framework. Like the ONE Pass, it is not tied to a single employer: a holder can be employed by or start multiple companies, be a director, lecture, mentor and invest. It is aimed at proven leaders — people who have founded or led significant technology companies or built high-value products — and it runs for two years before the first renewal.
Who Tech.Pass is for, and the entry criteria
To obtain Tech.Pass in the first place, a candidate meets at least two of three criteria: a last-drawn fixed monthly salary of at least S$20,000 in the year before applying; at least five cumulative years of leading a technology company with a valuation or market capitalisation of at least US$500 million or with at least US$30 million funding; or at least five cumulative years of experience leading the development of a technology product with at least 100,000 monthly active users or at least US$100 million revenue. These thresholds make clear the pass is for senior operators, not early-career engineers.
The Tech.Pass renewal track record: what counts
Renewal is not automatic and is not salary-tested in the same way as entry. Instead, EDB looks at the track record the holder has built in Singapore during the two-year term. A holder is expected to have carried out qualifying activities such as being employed by a Singapore-based company at a fixed monthly salary, starting and running a Singapore-registered business that hires locals, being on the board of a Singapore-based company, or investing in local businesses. Meeting a defined number of these activities, and evidencing genuine economic contribution — local hires, spending, investment — is what secures a renewal, typically for a further two years.
Eligibility and renewal checklist
- Entry: meet at least two of the three salary, company-leadership and product-leadership criteria.
- During the term: undertake qualifying activities such as local employment, founding a company, board membership or investment.
- Evidence of economic contribution: local hires, business spending and investment amounts.
- Accurate annual reporting to EDB on activities and contribution.
- A maintained, valid passport and up-to-date personal particulars.
Because many Tech.Pass holders build companies, the pass dovetails with corporate setup and tax planning — see group relief for Singapore companies — and holders relocating an overseas business should review converting a branch office to a subsidiary. For how flexible passes compare in practice, our note on EntrePass versus Employment Pass for a foreign founder is a useful companion.
Cost, timeline and dependants
Tech.Pass is capped in number and assessed by EDB, so processing can take around eight weeks. The first pass lasts two years and renewal extends it by a further two. Holders can bring dependants on Dependant’s Passes and Long-Term Visit Passes, and family flexibility is a notable draw. There is no foreign-worker levy, and the holder is free to change or add roles without a new pass, which is the core advantage over an Employment Pass.
Common mistakes and gotchas
The recurring renewal failure is treating the two-year term passively — holding the pass but not building a Singapore track record of hiring, founding or investing. Another is poor documentation: holders who do contribute but cannot evidence local hires, spending or board roles struggle at renewal. Some applicants also misread the entry test, assuming salary alone qualifies when two of the three criteria are required. Finally, letting activities lapse late in the term, on the assumption that renewal is a formality, is a costly error.
Numerical specifics at a glance
Entry salary criterion S$20,000 last-drawn fixed monthly; company-leadership test five years with US$500 million valuation or US$30 million funding; product-leadership test five years with 100,000 monthly active users or US$100 million revenue; meet two of three; pass duration two years; renewal a further two years; processing around eight weeks.
Building a renewable Tech.Pass track record
The holders who renew smoothly are those who plan the two years as a portfolio of contributions: taking a salaried role or founding a company early, hiring locals and recording the payroll, joining boards, and making documented investments in Singapore ventures. Keeping a running evidence file — employment letters, ACRA records, hiring data, investment confirmations — means the renewal application writes itself. Because the pass is capped and prestigious, EDB expects visible contribution, and the record is the whole basis of the decision.
How Little Big Employment Agency supports Tech.Pass holders
Little Big Employment Agency (EA Licence 19C9790) helps candidates check themselves against the two-of-three entry criteria, structures the two-year term around renewable activities, and maintains the evidence file EDB expects, so renewal rests on a documented track record rather than a last-minute scramble. Where founding a company is part of the plan, we coordinate the incorporation and hiring steps.
