ONE Pass Singapore: Overseas Networks and Expertise Pass
Reviewed against MOM guidance on 8 September 2026. Prepared by the Little Big Employment Agency editorial team.
The Overseas Networks & Expertise Pass, commonly called ONE Pass, offers eligible top talent greater flexibility to work and build businesses in Singapore.
What does the pass allow?
A first pass and subsequent renewals can each last up to five years. Holders may work for, start and operate multiple companies concurrently, subject to relevant employment contract terms, and do not need a new pass merely to change jobs. ONE Pass is exempt from COMPASS and the FCF job-advertising requirement, with no foreign worker levy or quota. Eligible family members can obtain passes, and a spouse may apply for a Letter of Consent to work.

Who can qualify?
The salary routes generally require at least S$30,000 fixed monthly salary from one employer, earned over the preceding 12 consecutive months or under prospective Singapore employment. Relevant overseas or prospective employers must meet the established-company criteria: at least US$500 million market capitalisation or US$200 million annual revenue. Existing pass holders must have worked in Singapore for at least a year.
Outstanding achievements in sports, arts and culture, or academia and research can support an application without the salary test. Assessment is case by case. For prospective employment, apply only when it will start within six months. Renewal has separate salary or qualifying local-employment conditions; initial approval does not guarantee renewal.

Application costs and sequence
The application fee is S$105. Issuance costs S$225, with S$30 for a Multiple Journey Visa where applicable. Most applications take within four weeks; outstanding-achievement cases may take longer. The candidate, appointed agency or employer may apply, but only one work pass application may be pending for a candidate at a time.
After approval, follow the IPA, enter Singapore and get the pass issued within its deadline. Complete any required medical and registration steps. The pass notification and SGWorkPass record establish the next steps.

Plan beyond approval
Notify MOM about professional activities and annual income by 31 January of the following year, and report required personal-information changes. Keep records that support the renewal route you intend to use.

Choosing between routes
Compare your actual role, employment history and plans against the EP and PEP requirements. Work authorisation and permanent residence are separate matters. We can help organise the application evidence and work with independent immigration lawyers where legal advice is required.
